The Enlistment Office is a building in Whiteout Survival that recruits troop reserves to replace losses when the number of injured troops exceeds the Infirmary's capacity. It unlocks when the Furnace reaches Level 11.

How it works

When injured troops exceed the Infirmary's capacity, the Enlistment Office holds reserves that can be recruited to replace troops lost in battle. Reserves are recruited using Loyalty, which then begins to accumulate again. The Enlistment Office's capacity is 4 times the Infirmary's capacity.

The Office only takes over once the Infirmary is completely full. Of the wounded who then have no bed left, it keeps 70% as reserves and the rest are lost. It saves no troop already killed in battle — only those the Infirmary could not take.

What is lost and what comes back

Which losses reach the Office at all depends on the battle. Four cases cover it:

  • Attacking, in an ordinary battle — the losses are dead. Nothing reaches the Office.
  • Defending, in an ordinary battle — 70% of the losses become reserves here.
  • Attacking, during State vs State — Field Triage revives up to 90% of them.
  • Defending, during State vs State — 70% become reserves as usual, and the remaining 30% go to Field Triage, which revives up to 90% of those.

That last case is the kindest the game offers: of a thousand troops lost, 700 become reserves and 270 more are triaged — 97% of them come back one way or another. An ordinary attack, at the other end, returns none.

Some events set their own split: in Brothers in Arms, a failed attack loses only 35% of the march for good.

Loyalty

Loyalty accumulates faster when its level is lower, when fewer severely injured troops are in the Infirmary, and when more reserves are held in the Enlistment Office — counting only reserves that cannot yet be enlisted. It stops rising once it reaches its limit. Loyalty is earned by collecting rewards from daily missions or by gathering while the reserve is not empty, with larger rewards at higher Furnace levels.
